California Water Rights Complaints
This list includes detail information for complaints stored in the State Water Resources Control Board's "Electronic Water Rights Information Management System" (EWRIMS) database. A complaint may be filed against the holder of an application permit or license, or against a water user who does not appear to have a valid water right. Each row represents the unique complaint record and the associated investigations (inspections, enforcement actions, violations, the "Points of Investigation" (POI) and the associated water right Application ID will be available under the INVESTIGATIONS dataset). Not all complaints are associated to a water right so there may not be any water right associated to the complaint and one complaint may be associated with multiple complainants, multiple respondents and multiple water right IDs. This file is in flat file LONG format and does not include all the information associated to a water right or investigation. Additional Information: The unique identifier for the dataset is the CID_NUMBER (Complaint ID). One Complaint can be associated with one or more investigations. And can be associated with none, one or many water rights id. A complaint may be filed against the holder of an Application permit or license, or against a water user who does not appear to have a valid water right. An Application ID can have zero, one or more Complaints. * Each row will contain a unique Complaint record associated with the water right (Example - 1 water right could have 3 Complaint records). In most cases one to many relationships are resoved by providing an aggegate of the values, the most relevant or recent value, or a reduced number of the most relevant values in the dataset. Associated water rights information is provided on separate files. Limitations: “Use of this data is subject to the CA.gov Conditions of Use and any copyright and proprietary notices incorporated in or accompanying the individual files.” Data Methodology: The data is maintained in the eWRIMS database by authorized staff in the Division of Water Rights and is an electronic representation of the actual legal water right documents. Some of the data records may not be complete or up to date. Some of the data is directly reported by the Water Right holders and may have not been reviewed or veryfied for accuracy and completeness (QAQC).
State of California. The data can be filtered by spatial references such as Latitude and Longitude, County, Hydrologic Units (HUC), etc.
