Housing Element Annual Progress Report (APR) Data by Jurisdiction and Year

Government Code section 65400 requires that each city, county, or city and county, including charter cities, prepare an annual progress report (APR) on the status of the housing element of its general plan and progress in its implementation. This dataset includes information reported to the Department of Housing and Community Development (HCD) by local jurisdictions on their APR form. Additional information about annual progress reports (APR), including the form, instructions, and definition can be found on HCD’s website here: https://www.hcd.ca.gov/planning-and-community-development/annual-progress-reports.

For up to 25 percent of a jurisdiction’s moderate-income regional housing need allocation, the planning agency may include the number of units in an existing multifamily building that were converted to deed-restricted rental housing for moderate-income households by the imposition of affordability covenants and restrictions for the unit. Before adding information to this table, jurisdictions must ensure housing developments meet the requirements described in Government Code 65400.2(b).

Local governments are required to inform HCD about any local tenant preference ordinance the local government maintains when the jurisdiction submits their annual progress report on housing approvals and production, per Government Code 7061 (SB 649, 2022, Cortese). Effective January 1, 2023, local governments adopting a tenant preference are required to create a webpage on their internet website containing authorizing local ordinance and supporting materials, no more than 90 days after the ordinance becomes operational.

Data is provided to HCD via the housing element annual progress report (APR), submitted pursuant to Government Code Section 65400. Data is self-reported by cities and counties. HCD does not independently verify information reported by local jurisdictions in their APR form. When a county is listed in the jurisdiction field, the data represents only the unincorporated portion of the county. The county field represents the entire county.
