The Agricultural sector is one of the largest industry sectors in California, and its performance is vital to the economic health of the state. The California Employment Development Department - Labor Market Information Division produces monthly employment and earnings estimates which provides detailed statistical information for this industry sector. The data published is based on the North American Industry Classification System (NAICS). In addition, county annual average employment is displayed on the Agricultural Employment Maps. To develop more workforce opportunity and lift low-wage workers into living-wage jobs, California took a bold step in 2016 to create one million more middle-skill workers. At the recommendation of the California Community College Board of Governors, the Governor and Legislature approved the Strong Workforce Program, adding a new annual recurring investment of $248 million to spur career technical education (CTE) in the nation’s largest workforce development system of 115 colleges.

The boundaries for each of the Regional Economic Markets covered by the LMID’s Regional Economic Analysis Profiles. The purpose of the Regional Economic Analysis Profiles is to help align the state’s workforce institutions and programs around the needs of economic market industry clusters.

The purpose of the California Labor Market Supply and Demand Tool is a web-based interactive tool designed and developed to assist workforce partners, businesses, and educational institutions, by providing data to build and strengthen partnerships in alignment with the Workforce Innovation and Opportunity Act.

The California Tax Credit Allocation Committee (CTCAC) administers the federal and state Low-Income Housing Tax Credit Programs. Both programs were created to promote private investment in affordable rental housing for low-income Californians

The goal of the Community Economic Resilience Fund (CERF) Program is to build an equitable and sustainable economy across California’s diverse regions and foster long-term economic resilience in the overall transition to a carbon-neutral economy. The CERF program’s approach involves establishing inclusive regional planning collaboratives made up of community, labor, industry, business, philanthropy, and other stakeholders, to develop blueprints and align resources for each region’s economic future. These regional collaboratives will develop a regional plan that will result in recommended investments to build economic resilience, bolster equity outcomes, and facilitate the transition to carbon neutrality. CERF established 13 regional distinctions across the state based on economic and Census data.

The State is divided into Air Pollution Control Districts (APCD) and Air Quality Management Districts (AQMD), which are also called air districts. These agencies are county or regional governing authorities that have primary responsibility for controlling air pollution from stationary sources. The following map is for informational purposes and shows the Air District Boundaries. This map can be used to access local air district websites or an email address for that district if there is no website.

These regions are aggregations of the 69 geographic regions in the EMFAC2014 model, which are uniquely identified by the county, air basin, and air district (COABDIS) specific to that region, and allows for analyzing areas where similar strategies and technologies can be applied based on the fleet composition and vehicle behavior specific to the areas.

The California Department of Fish and Wildlife divides up California into seven administrative regions.

The State Water Resources Control Board has jurisdiction throughout California. Created by the State Legislature in 1967, the Board protects water quality by setting statewide policy, coordinating and supporting the Regional Water Board efforts, and reviewing petitions that contest Regional Board actions. There are nine regional water quality control boards that exercise rulemaking and regulatory activities by basins. This organization is a result of the landmark Porter-Cologne Act* (see page 2).

Local and regional governments need information to support action in their communities. To address this need, the Fourth Assessment includes reports for nine regions of the state. These summary reports were included for the first time as part of the State’s assessment process in part because the vast majority of adaptation planning and implementation will happen at local and regional scales. Each of these reports provides a summary of relevant climate impacts and adaptation solutions for a region of the state."

Over the past few rounds, stakeholders have expressed a perceived inability for projects in certain locations to compete for AHSC funding due to variations in local government capacity, and in the type, usage, and planning capacities of transit systems. For Round 6, AHSC Staff propose – as a pilot – to award at least one project in each of eight geographies of California identified not by population or by the presence of DACs. Establishing geographic targets 1) ensures some minimum access to AHSC funding by communities across the state in AHSC Round 6; 2) results in projects that display the value of transit-oriented infill development in a variety of urban contexts; and 3) encourages these geographies to continue to apply in future rounds. AHSC staff will first recommend awards through the competitive Project Area targets process. If the project area type and Tribal target allocations do not result in at least one award in each of the eight regions, these regional targets will be met using the remaining discretionary funds. The geographic targets are a one-year pilot; AHSC staff will reconsider them as they work to recategorize Project Area Types and in light of future funding availability.

For administrative purposes, Caltrans divides the State of California into 12 districts, supervised by district offices. Most districts cover multiple counties; District 12 (Orange County) is the only district with one county. The largest districts by population are District 4 (San Francisco Bay Area) and District 7 (Los Angeles and Ventura counties). Like most state agencies, Caltrans maintains its headquarters in Sacramento, which is covered by District 3 

The 2021 REAP 2.0 program is a one-time $600 million state and federal investment that seeks to facilitate the implementation of sustainable communities strategies and adopted regional and local plans by accelerating infill housing development at all affordability levels, reducing Vehicle Miles Traveled (VMT), affirmatively further fair housing, as well as supporting communities impacted by the pandemic. REAP 2.0 builds on 2019’s REAP 1.0. Most of the Program’s funding will be awarded to the state’s 18 Metropolitan Planning Organizations (MPOs) on a non-competitive basis. A set aside will be awarded to non-MPO regions and tribal entities on a competitive basis, and another set-aside of the program funding will be awarded to high impact transformative projects on a competitive basis, which can be awarded to local governments, transportation agencies, and other entities.

The Sustainable Communities and Climate Protection Act, SB 375, tasks regional metropolitan planning organizations across California with developing regional Sustainable Communities Strategies. There are 18 metropolitan planning organizations designated in California. The table below links to the websites for each metropolitan planning organization, the region’s plan, and associated California Air Resources Board plan evaluations.

The boundaries and area titles depicted reflect the March 2020 delineations described by the U.S. Office of Management and Budget.

OMB establishes and maintains the delineations of Metropolitan Statistical Areas, Metropolitan Divisions, and Micropolitan Statistical Areas solely for statistical purposes. These new Metropolitan Areas become the standard geographic areas for which economic data are produced by cooperative programs of the Bureau of Labor Statistics. The 2010 standards replace and supersede the 2000 standards for defining Metropolitan and Micropolitan Statistical Areas. OMB's 2010 standards provide for the identification of the following types of statistical areas in California:

California has launched a statewide effort to ensure an accurate and complete count of Californians in the 2020 Census. That’s why the California Complete Count Office grouped California’s 58 counties into 10 regions based on their hard-to-count populations, like-mindedness of the counties, capacity of community-based organizations within the counties, and state Census staff workload capabilities.
